Terms of Service

Last updated 13 September 2026

These terms govern the Permit Signal service ("the service") provided by Štefan Toporcer, Slovakia ("we", "us"), to the business subscribing to it ("you"). By requesting a sample, starting a trial or paying for a subscription you agree to them.

1. What the service is

Permit Signal reads public enforcement records – the U.S. EPA Enforcement and Compliance History Online (ECHO) datasets and the Texas Commission on Environmental Quality (TCEQ) Notice of Violation open data – and sends you a written brief by e-mail for the counties and trade you subscribe to. A brief summarizes a public record and adds our reading of what the cited facility may need. It is business intelligence, not legal, engineering or compliance advice, and it is not a statement about any facility's guilt, liability or condition.

2. Public records only

Everything in a brief comes from records published by government agencies for public access. We do not access private systems, buy personal data or scrape personal contact details. Each brief links to the underlying public record so you can verify it. Agencies can publish late, correct or withdraw records; we pass on what is published and cannot guarantee that a record is complete, current or error-free.

3. Exclusivity

A "County exclusive" subscription means that, for as long as it is active and paid, we will not sell a brief for the same county to another firm in the same trade category (contract operations, engineering, compliance/DMR consulting, stormwater/SWPPP). A "State, one trade" subscription applies the same rule to every county in the state. Exclusivity is about what we sell; it cannot stop anyone from reading the same public records themselves, including through EPA's free tools.

4. Trial, billing and cancellation

5. Your use of the briefs

Briefs are licensed to you, the subscribing firm, for your own business development. You may share them inside your firm. You may not resell, republish or redistribute them to third parties, or use them to build a competing service. When you contact a facility, you are responsible for complying with applicable law and any agency's rules; we suggest identifying the public source of the information.

6. No warranty and limitation of liability

The service is provided "as is". We do not warrant that briefs will lead to any contract, that every relevant action will be captured or that delivery will be uninterrupted. To the extent permitted by law, our total liability to you for any claim arising from the service is limited to the amount you paid us in the three months before the claim. We are not liable for indirect or consequential loss, including lost profits.

7. Changes and termination

We may update the service and these terms; material changes are announced by e-mail and take effect 14 days later. We may end a subscription with a refund of any unused period if the service is discontinued or if these terms are breached.

8. Governing law and contact

These terms are governed by the laws of the Slovak Republic, without prejudice to mandatory consumer rules that may apply to you. Questions: steve@getpermitsignal.com.
